You don't need to pass the theory test
to start learning to drive, however you
must pass it to take the practical test.

The first step towards your full driving
license is applying for a provisional
driving license. You can apply for the license up to three months before you 17th birthday, however you will still have to wait until your birthday before you can take your theory test.
